I can't find proof, but the internet says you are correct. I will have to try this!
I tried to look up Costco's terms of membership, and got this
2mb pdf. It only mentioned alcohol in the 2% rewards program (doesn't apply). And the only thing it explicitly said you don't need a membership for is the pharmacy.
Also, I put some wine in my online cart and tried to check out, and saw this blurb.
Are you a Costco member? If so, please enter the membership number from the back of your Costco membership card. Non-members pay a 5% surcharge for costco.com purchases, except for prescription drugs and gift certificates.
Not conclusive.
Their posted terms and conditions were only on using costco.com the website and didn't cover their membership agreement.
But there are "stories" on the internet of being able to buy just booze, slickdeals actually lists the states as... Arizona, California, Connecticut, Delaware, Hawaii, Indiana, Massachusetts, Michigan, Minnesota, New York, Texas and Vermont. Obviously the specifics add credibility.
Some suggest asking at the front for a temporary "alcohol only" pass. The only thing taking away from the testimony is that you can just get a temporary pass anyway, it doesn't have to be for just booze.
