The correct play is to contact the apartment complex manager to inform him of this car on the lot with expired tags and he/she will get someone to tow it away.

Police have no power to impound the vehicle as it is on private property and the extent of its illegality is that its tags are no longer valid IMO.

As for whether you should do it anonymously, just be aware that, unlike the police, there is no obligation on the complex manager to keep your identity a secret.

This. If you don't report it to the apartment management, then eventually there will be more and more cars stored in the available spaces and less spaces available for residents to park. This happens everywhere from time to time and must be addressed early or you will find a boat and RV stored in a couple of spots pretty soon. Anonymous note to management should do the trick.
