nothing wrong with that usage. words only need to fit 1 definition, not every definition. sometimes different definitions are contradictory, again, completely standard, albeit sometimes confusing.

You can't really count "an emission", so I think "less" is probably OK. That said, I'd probably hedge my bets and go with "lower" to avoid the whole issue.

The problem is with the word emissions, which is an ugly construction that has passed into the lexicon as not just the plural of emission, but as a singular noun. I don't think there's a great way to make that phrase sound good, though I agree with gman that "lower emissions" would be a substantial improvement (except for "lower" and "more" not constituting a pretty pair, so further work would be needed.)

As it stands it's grammatically correct, but yucky.
