Yes. I had a similar experience with a cat in a parking lot that I hadn't seen before. Called the telephone number on the collar to let them know it had gotten out at which point I learned it had not accidentally gotten out at all but was rather let out intentionally. So that was the one phone call I made to the owner and instead I would pet it if I would see it outside in the future.

Bugging the owner repeatedly and returning it over and over after they have explained that they let the cat out intentionally is just strange and inappropriate.

The cat will be fine. The other wildlife around may be decimated tho. I hate to tell you this, but cats can be responsible for destroying MUCH native wildlife. THAT is why it's irresponsible to let your cat roam the streets till the wee hours of the morning. Who cares about the goddamn cat's wellbeing?? Cats take care of themselves, they don't even LIKE humans (imo) they just treat u like a highway pit-stop (eat your food & sht on you)

There is such a thing as a no kill animal shelter, including one in my town. Therefore, the comments that the animal would just die if I took it there are wrong and unfounded. My comment that I had returned the animal 'many times' or however I phrased it was a poor choice. This was the second time I had returned it to her and the first time she seemed happy to have the cat returned. She told me the first time I returned it that the whole reason she got the collar and put where the animal lived on it was that multiple people had turned in the cat to the property manager and this way the cat could be returned straight to her.

I decided to go with one of the earlier suggestions in the thread to try to keep the cat safe. I saw the cat outside again and decided I needed to take action so I broke one of the cat's legs and then placed it in front of her apartment again. This way the leg can be mended and she will be forced to keep the cat inside so that the cat won't be harmed again. A live hurt cat is much better than a dead cat.

Thanks for the suggestions. I feel good about doing a good deed for the cat.

Obviously I don't know what town you are in but for the vast majority of "no kill" shelters, the chances of them having an opening to accept this cat would be close to zero. Almost all no-kill shelters are completely full and just can't accept an overall healthy, older cat that is well-fed and being looked after. They don't even have room to accept cats that are in real trouble. If your area no-kill shelter actually has openings then they are in the minority.

Regardless, you specifically referred to contacting the "humane society." That was your choice of words, not somebody else's. And it seemed clear to me anyway that you didn't really know exactly what it was the humane society did (or would do if you got them to take the cat).

Wasn't really a huge danger that the Humane Society would do anything though. If they came then they would see the tags on it, approach the owner, and she would say it was her cat and she lets it out sometimes. Then they would laugh at you and wonder why you called them at all.

I think there should actually be laws regulating who can & can't own pets. I know I ragged on cats... My family had a cat since I was a kid (literally the thing JUST died, it was ancient) & I was allergic to it, so no love lost there. But I have a border collie (mine) & a mini foxy (gf's). Anyway my point is, as an animal lover I see SO many irresponsible people who own pets.

However, this is pretty standard for cat ownership. I look at it this way: It's (imo) cruel to keep a cat in a house for pretty much it's entire life. Cats are soo independent... Their entire instinct is to roam around exploring. Sure, it is probably 100% true that indoor cats live on average 10yrs longer than outdoor cats due to cats & such. But it's an animal for god's sake. You can love the companionship a cat offers, but to keep it inside & 'away from danger' like it's a kid? It's SUPPOSED to be outside.
