When I was growing up I had a buddy who lived with his grandparents and they had AT LEAST four "No Smoking" signs on their premises, including one prominently on display at each door. They were virulently anti-smoking when smoking was still cool.

Let's face it: The majority of people don't want to be disturbed and listen to a sales pitch when they are in their homes and don't condone such practices, so the majority of sales come from elderly people being conned and such.
