25 isn't at all extreme period. Plenty of people living in cold climates in recent history have had no access to space heaters and coal, and they weren't exactly sitting around a fire 24/7 either.

I prefer hot over cold and when I first saw the question I was leaning towards taking the heat. But given the stats of where people have actually survived and considering there are people ITT saying it would be a close decision if the cold was as much as 50 degrees colder, and nobody saying it would be an easy decision at 110-120, it's obvious this question is lopsided and I don't know why people are still arguing for the far more extreme option.

If it's DC area, then rent yourself a fricking horse stable in Virginia. four horses in a barn will raise the temp 20 degrees.
add in running hot water, and it'll feel practically toasty.
