I'm not sure whether or not the title transfer was processed; that's the premise of this thread. All I know is they verified I had the car insured in my name and charged me $75 for 60-day temp tags.


Actually I do recall the seller telling me to wait to pay taxes. Said it was the best course of action if I wanted to lie and claim I paid less than I had.

Why would Pennsylvania transfer the title before all the taxes and fees are paid?

If you have insurance you probably have a legal title.
Nobody's issuing it if you don't, I imagine.

Apparently it's possible, but you have to jump through hoops. I've switched policies since purchasing the car and neither company has questioned ownership. This lends credence to EDs conclusion that the title is in my name.

What is the condition of a car that can't pass a "safety" inspection but will pass an "emissions" inspection?

Your best bet is to just visit a bunch of NJ DMV locations. Don't tell them that another location turned you down. Just go in fresh each time. Eventually you will probably find a lazy employee, manager who isn't such a stickler, or someone just willing to help you out.

I live in New York state and bough a car from a New Jersey dealership. I added the car to my insurance policy within 5 minutes and printed out the insurance card. All they needed was the vin#. The dealer then gave me a "non resident" temporary tag on the spot and I drove off. Temporary tags don't mean a title transfer took place. If it did, the OP would have already had a brand new title mailed out to him.

That may not be a correct presumption...I know my (large national) carrier has never asked about whose name the vehicles were in when I added or deleted from the policy (down to three, with two others recently having been removed and placed on a Hagerty policy). I simply give them the VIN, they ask about use (ie. daily or pleasure) and who the primary driver will be...then we go about which coverages I want (not all of my vehicles have the same coverages or deductibles). They don't worry about titling and legal owner unless there is some manner of a claim.

OP is going to be in a world of hurt if they get pulled over though, in addition to the various citations related to the failure to promptly register the vehicle in the period proscribed by law.

Straighten it out, press it flat in a book, then tape up the worst tears, before taking it to the next dmv. Smile and be polite when you get there.

Title really does look like it should be acceptable though. It doesn't look as if any of it is missing.
