Like others ITT, I think the play is to live in a young/nice area of a fairly cheap city with a roommate and try to land a teaching job in the burbs <30 mins away.

St Louis and KC have notoriously bad schools. So bad, in fact, that books have been written about it.

OP, are you looking to teach in inner city schools? As someone who went to inner city schools, I'd definitely suggest against it, but I guess it depends on your tolerance for culture shock (ghetto children, teachers who never taught a class, no ac or heat, no working plumbing, etc). I'd suggest moving into a suburb of a major Midwest city and teaching in one of their schools.

And uh... living in LA on $25k is a pretty bad life plan. Finding roommates on Craigslist in a major city is a worse plan. Also, Texas, near any major city is horribly expensive. Austin is more expensive than LA.

Look at college towns. Athens, GA (UGA) is super cheap, but has tons to do. Lots of bars, huge music scene, decent outdoors. A few hours drive and you're in the smoky mountains. Plus there are all kinds of groups, clubs, activities at the University. I lived there ~6 years ago and with roommates I never paid more than $400 per month for rent and lived in very nice accommodations. Mediocre school system there. Roughly an hour away from Atlanta for a large airport and professional sports teams.

The majority of inner city schools are garbage. St. Louis also actually has a few schools in the city limits that are actually good. My recommendation for a city like St. Louis is to find a cheap suburb and work there. It's 1 year, so it really doesn't matter where he lives even if it is in the sticks.

I think New Orleans is still pretty cheap, especially the neighboring perishes. The food, women, and the unique history are second to none. The heat, humidity, and the bugs, unfortunately, are the worst.

You can get a decent 1 bedroom in the city for 750 a month. 2 bedroom for 1000 a month if you want a roomie. Austin is expensive compared to the rest of Texas but way less expensive than most of the country.
