I have no idea why people start a public speaking turn by saying "I'll keep this brief" unless they're dead certain that their remarks will be truly brief by any reasonable definition. When you violate that standard, you're just going to make your audience more agitated by having opened that way.

Unfortunately, this is a widespread phenomenon.

I'm currently on a zoom with Nantucket Historical Commission and they are 80 minutes deep and not one of the backlogged items has even been discussed yet, but there have been multiple 'I'll keep this brief"s. Literal torture.

It's just such a low-reward thing to say. The only reason I would ever trot it out is that the audience is already restless, I'm genuinely certain I'm going to keep my remarks to 2 minutes or less, I feel that what I'm going to say somehow matters (mostly applies to making a legal argument), and I'm using it as a plea to just bear with me and give me a moment's focus.

Though I did have to strain hard not to laugh out loud when I once saw a colleague follow someone that led with "I'll be brief" followed by ~30 minutes of talking when she stood up and said, "So, I'll ACTUALLY be brief..." (And she was.)
