You can never be completely sure, but you should have colour-coded everyone at the table after a couple of orbits. If there are loose players (high VPIP) still to act, or one has already limped in, go for 5bb or 6bb. If it's mainly tight players still to act, use a standard 3bb or 4bb and hope they 3-bet, allowing you to come over the top with a shove.
