Pokerstars don't offer rakeback as such. (They have a loyalty program of their own.)
If you signed up with FullTilt directly, you may be able to get rakeback. Email 'em and ask. (If you signed up via an affilliate and aren't getting rakeback, you're out of luck.)
For other sites where rakeback is possible, you need to sign up via a rakeback affiliate. Guys in the rakeback forums here on 2+2 will be able to tell you all you need to know.
The Search feature will throw up a ton of threads where this stuff has been discussed in detail.
