You've played with him plenty of times and the best you can say about him is that he's not great but not too bad?
I've never even played him and just with the open limp of your hand history, I'm pretty sure he's bad.
Try to read people more. Saying a player is bad doesn't mean much.
If he only play AA he's bad, if he play every single hand he gets he's also bad. But you won't play those 2 bad players the same way.
And the standard move against a not great but not too bad player here is to raise, but not shove. You don't shove 23 big blinds after 1 limper.
