I'm pretty new to PLO and can't figure out why the Q in my hand doesn't give me a flush (and the winning hand)?

Because in omaha you have to use exactly 2 cards from your hand. You can't use 4 from the board and one from your hand.

So in this case your hand is 99AK7 for a pair of nines vs his 9977K for two pair.

You are not the first person to make this mistake.

That said, it does constantly surprise me how many people put their own money at risk playing games that they don't even know the rules of.
