It depends on stack sizes and position. If most players (inc you) have 30bb+ and the table is quite passive (they often are at low buy-ins), you can often limp in or call a small bet. You rarely have the full implied odds of 20:1 that is typically required in a cash game. In a tourney, luck plays a bigger part, so you have to gamble. If you can flop a set and double up, then you can build a nice stack.
Later in the tourney, when you're below 20bb, it's standard to just shove all in with any pair and hope you win a flip.
