In general I think this means 1) draw such as a flush draw
2)top pair, weak kicker
3)bluff

Id need a read on the guy but if hes playing a little loose, and I have a starting hand I like then ill call to bait more action see the flop and decide. And to me it means he is valuing his hand , but without a read cant really say for sure

Speed doesn't mean much because so many people play more then 1 table.
A quick bet could mean he action on other tables and wants to act fast to play other hands.

Depends.

Opponent: Reads/Info? His tendencies? Board Texture? History? Previous action in this particular hand?

I wouldn't usually put much stock in how long it took him to raise.
