EV = expected value, so +EV means that you are expecting your play to show positive results. To take a basic example, if there is $9 in the pot and you call a $1 bet to draw to a flush, 1 time out of 5 you will hit the flush and win $10, and 4 times out of 5 you will miss and lose $1. Since the amount you win is greater than the amount you lose, your call is said to be +EV. Specifically, the expected value is the average win [$10 for a win -$4 for your 4 losses]/5 (4 losses+1 win) = $1.20. So you could say that the expected value of a call is +$1.20. Since poker is a game of imperfect information (you don't know your opponents cards), it is hard to calculate EV precisely, but people generally talk in terms of +EV play being plays that tend to be profitable in the long run and -EV play as plays that don't.
