So will players outside the US get to play with the players from the state it has been legalized in?

Not if the current legal sites are anything to go on.

Hell, each state has its own separate pools right now and it's a challenge to try to get the states pooled together.

A big problem is that the federal government considers that the Wire Act covers poker websites. However, that affects money crossing state lines. Internally, each state does it own regulating. As long as the money doesn't leave the state, the Wire Act doesn't apply. That's why each state that has online gambling requires the poker website to reside in the state and limits the participants to their state. Until the Federal government carves out an exception for poker or repeals the law, non-US residents will not be able to legally play on the site with real money and repatriate it out of the system.

I'm curious about where you get this. In 2011 the DOJ changed their position and said that the Wire Act does not cover poker, but is specifically about sports betting. In Googling it, I haven't found any reversal of that opinion.

There are already legal sites in Nevada and New Jersey. They use geo-location tracking to make certain that players are within the state when logging in.

UK-based players can't play on WSOP.com in Nevada or Stars/Partypoker in NJ. The pools are segregated, and it's unlikely to change for considerable time. i.e. when several US states have online poker up and running, they might combine inter-state playerpools. I don't think it's happening any time soon. State governments want to tax their own citizens, and not see money going out of the country, like it did before Black Friday.

The latest interpretation of the Wire Act by the DOJ that I am aware of is that the Wire Act applies only to sports betting. See:
