I can't figure it out why this hand wins low: 3c - 8d - 2d - Qc
against this hand: As - 4h - Tc - Ks
board is: 6d - 8h - 5c - Ts - Qh

why 8,6,5,3,2 beats 8,6,5,4,A (if A is smallest card?)

It goes from highest card down to lowest card

8=8 so next card
6=6 next card
5=5 next card
3 < 4... so the 3 wins

When reading the Lo hand, it goes from high card to low card. Think about it as a whole number with Ace = 1. So:
8,6,5,3,2 becomes 86,532
8,6,5,4,A becomes 86,541

86,532 < 86,541
