me and my brother shares a computer and he wants to start plying as well if he creates an account so we both play on the same computer but not at the same time is this considered multiple accounts?

That shouldn't be any problems aslong as you don't play at the same table with each other.

they will probably ask for both of your licenses though

It only seems to be an issue if you fund with the same account. They will shut both down until they figure out what is going on. FTP did that to my ex's and my account even though they gave us permission via support to open an account in her name and we never played together. If you fund it with separate bank accounts and set it up under each individuals name there shouldn't be a problem. My dad and I use the same computer occasionally for playing poker (not together) and its never been an issue.

You should contact them to tell them you're doing it. One thing they really should be checking for is two accounts with the same IP, which is exactly what you will have.

Assuming you do have a brother there is no problem although at some stage you may both have to send in ID and that's acceptable and right. However, keep in mind that if anybody who plays from your computer or IP address does anything wrong this will have implications for yourself. So providing you and your brother are straight up honest guys it's fine.
