No, you can't value-bet the river, because villain doesn't have enough combos that call that you beat. (It's basically only AJ, whilst he also has some KJ and sets, or even the nut flush, unless he always leads river with those. AA is also in his calling range). FWIW, I don't think you should be raising the flop.
