Can US Players Use Skrill(3rd party, not Poker related)

I have rakeback from a 3rd party affiliate. The website pays him and he gives me a percentage. So in this system its basically just a person to person transfer. He has been playing me via Blackchip player to player transfers but pays other clients in Skrill. I have set up a skrill account successfully, when I asked him to use skrill he was surprised I was able to make an account and said he wasn't sure it would work.
Does any other US have experience with using skrill, even if just for stuff nonpoker related?
How long/easy is it to get funds to bank account?
