Say someone has a 3bet of 10%. Does this mean in 1/10 hands he gets, he is 3betting? Or does this mean that when the chance to 3bet presents itself, he will do it 10% of the time?

The second one. The first one doesn't make any sense, because then we would have a stat that depends on the PFR of the other people we play with.

So its safe to assume a 3b of ex 3% means aa kk qq AK, while a 3bet of like 0.5% means only AA?

Over 100+ hands, that would be a very safe assumption.

someone told me after having 2k hands on me that i dont 3bet, then he sat beside me and i 3bet three times in a row with marginal hands... all depends on who im playing on position with & the 2k hands he has on me is because fish are on my left/right & im not 3betting nothing but the nuts vs them in a 5nl game, might be too cautious but i cant play someone in a big pot with a unmade hand that i have no reads on cause he makes no sense.. just saying

3% is a little wider than that - include JJ as well. 0.5% would be only AA, yes.
