Let say I bank for $500 bucks, and I have to pay $3 to the house whether I win or lose, and the total amount of bets from the other players is close to $400.

Whatever amount I won, I do not have to pay the house commission fee again, do you think I have a advantage in this situation since I'm only paying $3 to be a banker having the banker house advantage?

Yes, you have an edge. Do you have to pay when there is a push? Assuming no here is the calculation

VS HOUSE

Win .2991*500-3= 146.55
Lose .2861*500-3= -140.05

EV = $6.50 (subtract $1.24 if you have to pay on ties too)

VS Rest

Win .2991*400= 119.64
Lose .2861*400= 114.44

EV = $5.20

Total EV = $11.70 or $10.46.
