Neteller vs. Quicktender (UseMyWallet)

Anyone know the legally relevant difference between the two?
Neteller was frozen and shutdown, Quicktender is up and running (labelled as UseMyWallet on the poker sites)
Works the same, money from poker account to ewallet, from there to my bank account or other accepted merchant... they are depositing via CC or bank account as well... seems... well... seems like Neteller.
