I have an idea for an app/technology that would be massive in the car manufacturing industry. I don't have the capital or expertise to make it but I assume it would be easy to incorporate into modern cars and would be a big hit and a great point of sale for car manufacturers or as an independent app applicable for all cars.

how would I go about selling this other worldly idea? would I be best contacting one of the big car manufacturers and having them try to buy it from me? whats to stop them just taking it and using it without them giving a chunk of cash?

This is a very common question around here. I've never heard of a case in the history of world where someone has profited from being in your position. In other words, where they have an idea to improve a product that someone else owns, but no capital and no technical know how (coding, engineering), and try to sell that idea to that someone.

so you would suggest just keeping the idea to myself? what would happen if I contact a large manufacturer and I see them using it next year? would I have any recourse? what about contacting a programmer and trying to sell them it or pay me royalties from their profit for the idea?

Raise some friends and family money to get a prototype working then try to patent it. It is very tough to break into the auto industry. Barriers are high and lead times are long. You basically have to partner with the manufacturers. This is how Sirius and XM got their start. You actually have a better shot if your idea works in the aftermarket and doesn't have to be integrated into the vehicle.
