Cuban cigar/rum business?

Given the news today that Americans will now be able to bring back some discretionary items that are Cuban(up to $400 in value), is there some potential way to find a loophole in that and set up a local Cuban cigar/rum business, club, etc.? When my local government banned smoking in bars a while back, some creative owners created a "club" that you had to join for $1, and if you were a member then you could smoke inside.
Just brainstorming, but could certainly work for a while if legal, and people would obviously pay a premium. Any ideas?
