contacting/buying websites without any info on them

Some sites either just come up as an error or are docked in godaddy or something. I would like to make a $xxx offer for some of them. When I do whois lookup is appears they paid for the private listing. Any idea how I can contact these people?
edit: to clarify I would like to buy the domain. Sorry been up a long time.

You mean that you want to buy the domain right? There's no website set up?
Either way, I don't know. I just wanted clarification.
