The soft is definitely not totally the same, there are slight differences between skins' builds. E.g. the Titan version,
but not those of other skins, lags for 3 seconds not only when opening each table, but also when
closing it.
Updates aren't rolled out synchronously either, but to a small subset of skins first, and there's no clear rule as to what skin gets upgrades first, e.g. Twister first appeared at Everest and stayed exclusive to it for a few days, but otherwise the Everest build was older, e.g. it didn't have the widget bar until at least April, when it banned Russia, while William Hill and Paddy Power had the widget bar early.
If all players were getting disconnected evenly, everyone at the tables would be sitting out; instead, blinds are picked by 'luckier' people whose skins didn't kick them out at all or let them in earlier than other skins. However, there are cases even in skin-exclusive tourneys at times when half the table sit out. All in all, it's not so clear-cut.
That's why cash regs tend to have active accounts at several skins at a time - they try logging into them one by one when the network has problems
