the most used by posters itt are coinbase and bitpay visa card. there are several other slightly less attractive options like trading btc to people on this site, or using localbitcoin.

this doesn't make sense. this is probably why your circle account is under review.
u need a personal btc wallet, like blockchain for example. u could also use others like multibit, electrum, etc.
circle and coinbase do the same thing. no reason to send from one to another.
funds should go from your bank acc > circle or coinbase > personal wallet > bovada, and reverse for wd's.

all of them. higher probability of getting funds faster if u use one of the major money center banks like the top ones listed here:

the singapore checks can be dep. via atm & probably mobile bank apps.
if ur concerned with speed of receiving funds, u can take the check into the teller at your bank and ask if funds will be available next day or if they will have to send the check to collections since it's international.
as someone else said, there may be a connection between the issuing bank in singapore and bee oh ayy, so u may want to start there.

he should be able to. all bovada sees is the btc address u send the funds from, so just create a new address in your blockchain and send funds to it, then send them from that address to his bovada account.

u sent from your personal wallet (blockchain/multibit/electrum/etc.) to an exchange (or "broker" as in the case of circle/coinbase)?
funds are stored by default as usd in circle, but i'm not sure what u mean by "Currently waiting on exchange to USD."
i didn't do id verification with circle or bitpay iirc.

i don't see any reason to leave a balance on blockchain.
as far as circle/coinbase goes, end the fed (this thread's btc expert) has suggested using bitcoin for as many "normal" things as u can, so u don't look suspicious to circle/coinbase.
like using it to buy things from established btc retailers, sending/receiving $ from friends, etc.

coinbase support should be able to help u get that issue squared away. there should be alternatives to using said checking account as well, like using a debit card to cash out to.
as someone else said, u should be able to send your funds elsewhere also, but it sounds to me like coinbase support would get u squared away with all those issues pretty quickly.
