It was Hellmuth, he said it to JC Tran whilst Dwan was commentating on Party Poker Premier League...

At the Hellmuth bash game Dwan needled Hellmuth repeating that ******ed comment to him, and he reprised it at the latest PAD.

After Dwan started playing sit n gos online, he connected with his higher self in a dream. His higher self told him, "You can't win when you fold." At this point, Dwan switched to cash games and went on to dominate poker. So he's quoting himself, albeit his higher self, so it's like a pseudo-self quote.
