If we are real for a while, we would acknowledge that the biggest problem of online poker is that it doesnt contribute to society in the form of taxes. That's the big difference with casinos, as they do pay taxes, then they contribute something to the society they are in.

If we found a way for online poker to contribute to society in the form of taxes, it would be accepted as any other form of legal gambling.

Now, the problem is, the broadest tax collecting entities are local governemnts. There is no worldwide entity who collects taxes. So, as it is being shown by recent developments, current efforts of going in the direction of taxing online poker, under the current political map, will end up fractionating the player pool, as it is indeed happening.

So, there are only two scenarios where a world wide player pool would be possible again:

1) Allowing online poker to operate unregulated from tax heavens as it once was.

2) A world government world wide companies could pay their taxes and arrange licencing stuff with.

1 is slowly reaching an end, and 2 is certainly not happening as of right now, but could certainly be an option in the near future.

I would push for the later if I wanted to see a world wide player pool base again.

Sure, because online poker is *the* most important thing in the world. I can definitely see the USA, Russia, China and every other country giving up their sovereignty for that most important of issues addressing humanity right now i.e. whether or not people can play poker online.

This 'government' already exists and collects different rate of taxes, passed on to local governments depending on their pre legislated laws. They call it....

You know that the authorities on Gibraltar, Malta, Guernsey and the Isle of Man collect taxes don't you? Sure, the tax rates are lower in those "havens" than they are in the US or UK, but the taxes are still paid.
If Pokerstars, Bwin/Party or 888 moved their servers to the UK mainland, we'd have to pay higher rake. Do the math.

I realize that some people think that political stuff belongs in NVG because there is some political stuff in NVG, but basically the rule is "Political stuff doesn't go in NVG except...." This doesn't fall under an exception unfortunately. You might try the Poker Legislation forum.
