Goalgaming Ltd and many other companies had more products than poker, for example casino and sports betting. So you expect a POKER network to ask for the balances of all players, including those who play these other products and then for financial papers, which they have no right to see as they are not a licensee, and then say "hey you are missing €50,000, we will shut you off"?
Or do you expect them to only get to know the poker balances and show they can cover those, not caring about how much extra money there should be in the company to cover for all other players? Doing this will lead to the same amount of fraud as there is now.
There is a reason why gaming sites have licenses, the reason is that we should be able to trust that they do their job and check the sites they license, but they don't care as long as they get their yearly licensing fee and 1-2% gaming fee.
The whole issue here falls back on the licensees, who over and over again show their incompetence towards checking player balances against financial statements. A poker network shouldn't have to check if third-party partners has their financials in place to pay everyone, they have other tasks. They should be able to rely on a licensee doing their job.
