Isildur1 is on his absolute A game, realising he isn't getting paid with a river shove into a 10J and is getting called by King bigger kicker or two pair. And Tom isn't even value betting his kings maybe to induce a shove, but probably because he is slightly wary of value betting. I guess heads up is about control and Isildur1 is in complete control.
