Most rational people are not going to just trust a virtual stranger to transfer huge sums of money based solely on a handshake in the bathroom. I would need some form of (notarized) document that made the chop "official", especially if the tournament directors aren't willing to help.
Huge sums of money DO get transferred around the poker community in a way that makes it extremely optional to comply with certain reporting requirements to certain government agencies, and also makes the cash flow extremely opaque if those same government agencies decide to investigate. This is based on handshake deals only for obvious reasons, and the trust networks are already in place.
Cada and Saout are tournament pros and know about this sort of thing.
Plus they've had five months to puzzle through the issues, they have backers to negotiate on their behalf, etc.
Moon is the wildcard in all this but he runs his own logging business in the friggin backwoods. He might be a complete hick about most things, but I can 100% guarantee he knows how to hide income from our favorite Uncle. Plus I don't think he gives a **** anyway and would pretty much go along with anything that sounded good.
