Someone else may have answered later in the thread with Nevada or even Las Vegas-specific knowledge, but I know that in my State (Texas), if you are the subject of a traffic stop and are subsequently arrested and there is nobody else to drive an otherwise legally drivable vehicle, it will be impounded.
No tags and no insurance may render a vehicle incapable of being driven away by a passenger even if the passenger has a valid license.
And, while not authoritative, I know there have been episodes of Cops in Las Vegas where they towed vehicles with no current tags and no insurance because they could not legally be operated on the public streets.
The X factor here is whether the car could have been released to the valet since it appears this was on private property. And of course if there was other charges (ie. drugs or other non-traffic), then impounding is bound to occur even when the incident occurs on private property...
