The reason you get silly answers is because it's a silly question. It all depends on what stakes and games you are going to play, and there's a large spectrum of those. I made a SNE test run month playing 50PLO last year when I was rolled for it and ended up in a pretty bad downswing due to not being used to the number of tables. According to www.fpppro.com you get 0.436 VPP per hand at 50PLO but my numbers came closer to 0.286 per hand (maybe tight games or something). Given my numbers I'd have to put in close to three and a half million hands to make SNE, which makes for some pretty sick hours.

Anyway, to answer your question (given my game of choice). I wouldn't be comfortable playing PLO with anything less than 100-200BI, and I actually went on a 40BI downswing playing, but if you were already comfortable with mass-tabling PLO then you could probably get away with 70-ish buy-ins (about three thousand five hundred).

40buy ins is a loose bankroll management rule, i think 100 is more appropriate

A player that is capable of reaching elite does not worry about a roll. They could potentialy become an elite from a $50 deposit.
