Skipping the legal hoops and getting licensed isn't stealing from lawfully legitimate businesses. They've had nothing taken from them.
If they lose market share to the illegal businesses they're not a victim to the illegal businesses, they're a victim to the regulations which prevent them from competing effectively. Of course, they wouldn't want those regulations removed because they raise the legal barrier to entry and suppress competition.
It's pretty perverse to equate not wanting to have your money extorted from you with theft, but he probably paid plenty of taxes on his clean money anyway.
I do not accept that he committed even the slightest wrongdoing, but even if I did, how is it not outrageous that he could face 25 years in prison with a max sentence? Do you think that's proportionate to what he did? What would be an appropriate punishment in your eyes?
