You are mistaken with respect to the meaning of the Gommerce Clause. Briefly, while the Clause prohibits New Jersey from entering into a trade agreement with the UK, it would not prohibit New Jersey from allowing a New Jersey casino to do business with a ROW company. If that business includes pooling NJ players in tournaments with ROW players, the Commerce Clause has not been violated.
