Infrastructure can be the right word depending on your perspective. As someone who creates IT systems for a living, paypal and a web host are the infrastructure on which I put software and systems. It's part of the plumbing.

No, it doesn't prove that he hasn't left. It most likely shows that DF hasn't sorted out her own site & paypal infrastructure yet so is using SP's for convenience so she can focus on what she does (i.e. reporting, not setting up IT).
