That said I think Russia would be happy to engage in such talks right now and get resolution and peace if Ukraine would agree.
They would not, because they have no interest in resolution and peace.

Not saying Military spending does not matter, but an action like Ukraine does not need to cost taxpayers one penny if instead they just look to shift spending priorties in a minor way.
With the current budget additions and announcements U.S. military assistance to Ukraine will be ~$15 billion.

Just for some context this new carrier alone will cost ~$20B by the time is sails.

Meet the US Navy's new $13 billion aircraft carrier

So, again while I am not saying the aircraft carrier should go, nor that spending does not matter, and what i am saying, is in a world where Military budgets NEVER shrink and only grow, prioritizing this Ukraine involvement is every bit as important to world security as a new carrier and other military priorities are.

Ukraine? Agreed.

Russia? Disagree as they would jump at it now for the two reasons I say above. It gains them at worst time and at best some big concessions on new lands or at least that the borders go no further back than when this war was started.

HOwever I think the terms would be so out there that Ukraine would never agree (Russia to keep all claimed territory including the recent ones with the fake referendums) and Russia would know that going in to the talks. BUt if they can get Ukraine to stop these advancements and gains before winter sets in, and those gains become locked, then by all means 'lets do peace talks' before the expected renewed Russian spring offensive.
They will of course set terms for engaging in peace talks that they would abuse to strengthen positions in Ukraine. The playbook will be to demand a cessation of hostilities in order to sit down for talks. They would abuse this to strengthen their positions in Ukraine, secure supply lines and bring material to the front. Whenever it benefits them, they would violate the cessation of hostilities and lie about it.

The Russian regime is looking for a win. They invaded Ukraine after lying about their intentions, and at every step of the way when they had opportunity to pull back, they have instead escalated their efforts.

There is nothing wrong with wanting peace, but you do not get peace by being naive.
