If you check out the details on the Skripal poisoning, you will see that it isn’t the best and brightest that are involved in these things.

The FSB is more mafia than intelligence agency at this point, a mafia used to operate in a country where they are largely above the law and where the political system protects them.

This entire debacle will be embarrassing to the regime. That they tried to kill someone is probably nothing compared to the fact that they failed, and now even more embarrassing details emerge.

Novichok is an old CCCP-developed neurotoxin, applied externally it will probably work best where the skin is thinnest and you have the shortest path to blood vessels. Hence underwear.
