It might be interesting to speculate what unemployment level we would be at if the C19 crisis was handled correctly. ("correctly" is not a given either)

What recent research has found is exemptions from VAT/sales tax for food and other staple items actually end up being more regressive.

People aren't exactly sure why but some theories that's been proposed are:
Gains are captured by producers mostly
High income households spend a lot more on food (better quality and more quantity, and yeah, data strongly suggests higher income households throw away literally tons of food)

There are a lot of studies looking for whether exemptions improve the redistribution effects of VAT... most couldn't find support for the idea that exemptions overall decreased the VAT tax burden on lower income households.

At this point most proponents of VAT/sales tax think it's better to just implement a flat rate across the board and then give some types of refund (or use the money for a poverty alleviation program)

Have you thought about some reasons why that may be?
