I am basically asking if it's allowed, by Fulltilt, or if not officialy allowed, if it's a generally accepted practice. If I open an account at fulltilt, never play there, but has a constant cash in from a rakeback into the account, would the site mind? I mean they don't get any rakes from me but they still would incur adminisitrative cost from cashing out request. I do not feel like asking full tilt support team, which kinda has an arrogant attitude.

I'm in the same situation. I haven't requested a withdrawal to date. My plan was to play a few hands and then request a payout. I'm going to email my rakeback provider too and see what they say.
There is almost no way they will let you do this. I essentially did this with Stars and they sent me an e-mail saying that they require that you earn at least 15% of the withdrawl amount in VPP's. That is, if you withdraw $1,000 you need at least 150VPP earned with that particular batch of money. If you are withdrawing $500, you need to earn 75VPP and so on...
Payment processing, especially if they use a middleman type service such as CashPickup or CashRefund, is not cheap or free. FTP and Stars cover these costs as a service to the players and aren't just gonna be used as a financial institution. FTP isn't as quick on the draw as Stars is so I bet if you do it once you might get lucky and have your payment processed.
