A particular room may offer a deal to certain affiliates but it will still be against the
network rules. If the network finds out they can order the room to stop it or face penalties that would cost them a lot of money, including possibly being kicked off the network which has happened to several rooms (Purple lounge from microgaming recently).
It is also possible that an affiliate can give players an under the table deal that the poker room itself does not know about. If an affiliate gets a 30% rev share for example they could give players 25% extra. This extra payment would be against the rules if they don't allow rakeback but is hard to police for the poker room because it will likely be paid via a different method than on the poker site.
