Ok, so about 1 week ago or so i started to make cashout of $4000, which was instantly declined and they asked for my ID and utility bill, so i provided ID which was accepted and bank statement which was declined (i dont know the reason why) so then i provided my electricity bill and they declined it because of cropping, so i sent in full un-cropped version of the electricity bill and it got accepted and poker rep told me i can continue my cashout, so i did and next day it got stuck and told me that i need to contact Security of pokerstars, i did and they tell me again that i need to provide Utility bill, i mean this has been for over a week now, since ever time they reply me after 20 hours or so...

what the hell pokerstars?!?

If you still have it, forward them the E-mail where there was a reply in which the electricity bill was accepted the first time.

I did, but they dont seem to reply when i send the report through email, they reply to the ones sent via the stars client...

Ill need help of pokerstars rep at 2+2 if thats possible...

No, i had that problem when my brother paid in the past with same computer and ip and i handled that situation with pokerstars about a year ago, that's not a problem anymore.

Well hopefully pokerstars cant figure this out...

I have been having the same problem myself. They keep telling me that my bank statement was not accepted because it wasn't an official bank letterhead whatever the hell that means. It's been over a week now and I think they're just harassing me and refusing to pay me out.
How can I report this?
