yes, any bank will let you do a bank wire to any other bank. those usually carry a fee. boa, wells, and chase all let you transfer for free between accounts if both people have an account with the bank. you can also take cash to a local boa or wells branch and deposit into the account of someone who has an account there (if you have their info), even if you don't have an account there. i don't know if that's the case for chase. but in general, fees = bad in this 'business,' since everyone is trying to get a good deal
usually you're going to be doing a bank wire for bigger transactions where the fee is not a big deal, like several thousand dollars, or if it's an international transfer where you don't have a bank or money-exchange medium like neteller/paypal/whatever in common
