Yes, they usually overestimate. If you play for several hours straight then you can certainly see 1400-1500 hands per hour. But it's tough (at least for me) to sit there and grind 24 tables for that long. If you take breaks, it affects the rate because of the difficulty of sitting in and out effectively. For me, I just sit out at all tables regardless of where I'm at in the orbit. Then when I sit back in, I have to wait for the BB to come around.
I think the 75 hands/hour number without breaks might be a tad high, but not by much.

I think the short of it is if you can sit there for 8 hours with no breaks you can average close to 1500 hands per hour making the calculations accurate. But how many people do this? Actually, I'd love to know the answer to that question.
After 2 hours straight of 24-tabling my brain feels like it's going to explode. Perhaps I'm just a lazy wimp.
