Agreed, terrible news or more likely a complete non-story. It sounds like a country's legislature would have to pass an agreement which is preposterous. Is the UK parliament really going to take up whether or not they should approve NJ's reciprocal agreement. Not to mention the US has been in violation of WHO decrees for many years by preventing US citizens from playing on foreign sites. Now we are going this offer this service from NJ and not expect the feds to put the kibosh on it.
Reciprocal agreements with states (other than perhaps DE) are years and years away at best and only the smallest states will come along as setting up their own state monopoly is probably more profitable for the bigger states.
