The term "clown" -- offensive/abusive or not?

i.e.
"you lucky clown"
"I'm playing with clowns"

Is it enough to get someone's chat banned?

If you use it in a sentence where you mock or complain about another player, I guess it would be meant to be insulting and probably will be interpreted to be insulting. Of course it is not by itself as insulting as racial slurs.
It's all about context.
