Anywhere non English speaking has an obvious choice when it comes to learning another language. Here we have many interesting languages to chose from but whichever you learn there's a good chance that should you ever
need another language it will not be the one you picked.
Of course it will not be so easy for the non (natively) English speaking world in the future when (as you mention) Chinese and Indian languages become more and more important.
